the park in my district is currently going full refurbishment.
and it will impact most of the pokestop and gym in the park.

the boules/bocce/petanque field (pokestop) is being replaced by a simple grass field to sit and enjoy calm.
the child playground (gym) has been destroyed and will be replaced by the new boule sport field alone or boules field+new playground.
the insect hotel stop is likely being permanently removed or moved.
means most of stops/gym photos, name or location will become outdated.
what to do when the refurbishment is complete (reopening planned for april/may)?
ask for removing them and propose fresh new stop? completely edit the stop/gym to fit what will be placed at the location (change name, photo and description).
also since it is new an official street/Sat update on google map won’t likely happen for a while

It’s hard to be exact but based on what you have said ….
If it was a case of objects being moved you could request a location change. New photos could then be added,
Since what you are describing is removal of the actual points of interest and similar uses being installed elsewhere and not just a new set of play equipment, then the best course of action is probably to have the places removed. You will need to provide photo evidence that they are gone. You can submit new nominations for the new set up in the park.
Any gyms will lose their status. If the rukes for gym creation are met then new gyms will appear.
Any showcase stops that go won’t be replaced.
