In addition to bus stops not being eligible, your photos should not have identifiable people or license plates in them. Perhaps the shoe mural could work?
Your photo needs better focus or the automatic process / machine learning algorithm doesn’t know what it is looking at. And once again, do not include people. A closeup of the sign/name could work

As stated, I don’t do Shopping Malls. I am at an age where they are places to avoid, younger people seem to like to socialise there which is why they “may” be acceptable 
.
As @wooperIooper stated above, your main photo does not do it justice.
- Use the “Sign” as the main photo.
- Pin at the entrance.
- Title: Name of the Shopping Mall.
- Description: Include the business that you can socialise at, Restaurants, Coffee Shops or exercise at if it includes a Gym.

What is probably additionally confusing is that your country has had a series of external wayspot imports. These are there to help fill the gameboard, but are mostly for ineligible objects and businesses, and are not meant as examples of things the community should nominate. If you are nominating all of these locations because you are imitating Pokéstops with a blank image you see all around you, I would suggest not doing that as these are bad examples, but reading the criteria you have been linked to above instead.
