Graffiti can’t be nominated?
Graffiti should not be nominated or accepted in review unless it meets the level of street art as explained in that clarification already linked. I know that some parts of the world have a lot of graffiti in game, so I understand that can be confusing. But we also see a lot of reports here that in game wayspots for graffiti have been removed in Wayspot Appeals
You need to go by current criteria when submitting, not what you see in game.

Everything can be nominated. There is no restriction, since you can take a photo of anything.
To the question you meant, which is “Is Graffiti eligible?”, the answer is a clear No. Murals are eligible, graffiti is not. The grey area in-between is borderline and up to the submitter to prove the nature of the art, but generally it is obvious whether something is a mural or graffiti.

I try to simplify this with the following…
Professional - Authorised by property owner / authority = Mural = Eligible.
No Authorised by property owner / authority = Graffiti = Ineligible.
Would the artist identify himself (not hiding behind a tag)?
Is the property owner / authority likely to remove / cover?
