Pokémon Go and Wayfarer are now part of Scopely Explore, whilst Ingress is part of Niantic Spatial. So anything you submitted through Pokémon Go or the Wayfarer website since May last year are not part of the Niantic Spatial database that Ingress now uses. If you want your submissions to become Ingress Portals, you need to submit them separately through Operation Portal Recon in Ingress. I do believe that Operation Portal Recon is currently suspended though, so it might be some time before that ability is available again.

Just to confirm, OPR/Recon is still paused.

The team seem to be getting through Portal Nominations made when it came back in 2025 now that they have finished with the photo queue but you cannot currently make any new nominations, edits or add new photos in Ingress.
