The warning is meant to be just that, a warning. IFAIK this is not classed as a strike on your account it is Niantic saying that they don’t believe your nomination matches any criteria.
On to the nomination.
I am not surprised that this would be difficult, as a stop it’s very similar to a normal bus stop that doesn’t meet criteria, it is just infrastructure.
Although a library is usually an easy accept, a mobile library by its very nature is “Temporary”.

There is no evidence of books in your photo?
This is a book bus stop a service that the commun/county/municipality and library provide 
Obviously it is not everyday but there is a schedule and I can find that the municipality bought new buses year 2019 and has a schedule on the website which I provided as extra information

IMO: The stop itself is just infrastructure therefore not eligible.
If someone was to go to see the library bus then the majority of the time it wont be there.
