I have a question about poi’s, and what the term “duplicate” means in terms of poi. If a park has 2 similar/same signs, exits or structures (I have linked an example below) Would it be considered a duplicate (they are in different cells) and 80m apart.

Welcome to the forums
“Duplicate” is easy if it is an actual duplicate of exactly the same object.
When it is a different object, it can still be considered duplicate but is very dependent on the situation.
If someone submits multiple items in a playground, these are all proxies for the playground itself and are all duplicates of each other, even though the items are different
If a street has a set of painted bollards all 1m apart, they are all duplicates even if painted differently. The POI is the set of bollards, not a single bollard.
if a park has multiple entrances and the same sign at each entrance, these will often be considered distinct, although for smaller parks there is an argument that they are duplicates. Not clear cut.
From the map you have provided, these signs look to be distinct, as the distance between them is quite significant.
