I have nine poké stop and only have one gym shouldn’t it be 2 gyms.
It all depends on where they fall within the cells…
If they fall within 2 L14 cells you might have 5 and 4.
If you post the co-ordinates (long / lat works best) we can take a look.

It might also be that you’re only looking at a part of a L14 grid (or more than one grid) and there are more stops and gyms in the other part.
For example, I had a friend who was trying to get a gym in his apartment complex, added four stops there and then went off because he’d heard you were supposed to get a gym on the second stop…
… except he wasn’t looking at the whole grid, and the opposite edge of his grid was in a shopping center and had seven more stops and two gyms. So he’d actually just pushed the grid population from nine to thirteen.
