Here is a visual. Your “maa Laxmi” is in the same L17 S2 cell as kalyan mandap Jagannath, so only one of them can be a Pokestop or gym.

If you try to edit the location of a Wayspot that is already correct, Niantic considers that abuse.
If the location is not correct, say you had a gps malfunction or reviewers moved it to an incorrect location, you can ask help chat to move the pin. Help chat at https://wayfarer.nianticlabs.com/new/help will require evidence that the requested move is to the actual physical location of the point of interest. They will not move a Wayspot simply in order to make it show up in Pokemon Go.
We have seen many posts on this forum from people who have received bans for misplacing Wayspots to put them in an empty cell. Do not be tempted to try this.
You did not lose a Pokestop. It was not in an eligible location to be one. If the other Wayspot is ever removed, this will be eligible to be promoted to replace the lost Pokestop or gym.
In which option i appeal on help line .
You would not be making an appeal. You would be asking for a location edit. Do not do this unless you have proof to give them that the Wayspot is not actually at the location where it is currently pinned. I am afraid that you are going to get in trouble if you make this request, and I don’t want that to happen.

Just to reinforce that as you submitted it in the correct place you can’t now move to try and gain A game advantage.
The best thing to do is to look for other places and objects to submit.

There are community developed tools that can help show the cells and other waypoints using the wayfarer web submission route. It’s what @cyndiepooh used to show you the issue.
If you go to the wayfarer discussion discord they can assist. Googling wayfarer tools index should help get you there.
They should help you to avoid submitting locations and being disappointed.
Just to confirm that if you do use the cells to check before nominating please remember…
Nominations that only have 1 location (such as this 1) must be placed correctly. Mis-placing to try and get it on the map is Abuse.
The cells can be used on nominations that have more than 1 correct location (such as a Sports Field, Recommended to be placed behind the Goals but you decide which).
Once accepted in a correct location, trying to move even to another correct location is Abuse. Location edits should only be used when the current location is incorrect (in the real world).
The main part of this message you should understand is that anything that is classed as Abuse can get you warnings or Suspensions on both Wayfarer AND your game accounts. Do not risk it.
The areas shaded purple already have a Wayspot. You will need to look outside of these to find another point of interest that would be eligible to be a Pokestop or gym.
Please note that any point of interest you submit must actually exist where you submit it.
How to know cell i know actually. I’m newly nominated so don’t know about that much . Have say how to check cell.
This is the Web Submit map with third party tools to show cells. We are not allowed to share links to third party tools. We used to be allowed to share links to the Wayfarer Discussion Discord where we can discuss these tools, but Niantic started removing those links, too. If you are really interested, you should be able to search Google for wayfarer tools and find a link to the discord server.
The person who created these tools has spoken about them openly here. They are not designed to help cheat, but for understanding and accuracy.
Knowledge about the cells is useful when you have something that is fairly large (e.g., church, playground, football fields) and you have a choice of submission location. You can use the cells to help you decide which location to pick.
When you have something with a single location, such as a noticeboard, the cells are rarely relevant since you don’t have a choice.
Please don’t try to nudge something into an empty cell when it doesn’t exist there 
If you have an area you are exploring and want to see the cell boundaries before submitting, but cannot find the tools to assist you, you could post the location here (e.g., 55.6741,12.5817) and ask for help.

about TWO DAYS after but idk if it’s accepted bc it’s in AZ, a different state
than my house

Oh, then that isn’t the same issue as this topic if you don’t know the status. I don’t know when/if Pikmin Bloom updates and can’t give you any information on that. Congrats on the accept, though.
