Why does my nomination keep getting denied? The reason is public property, which it clearly isn’t. It is on the street, you can go and touch it. I tried appealing it and got denied again. Should I make new nomination?

Single-family private residential property cannot have wayspots. This includes anything attached to or part of any external boundary. Although some people would consider something like this part of the public sphere, it isn’t as far as Wayfarer is concerned.
The part about it not being true. Maybe?
It appears to be true. The photo shows the tile to be on a wall which appears to belong to a single family house. If the building is a multi family residence, and you can prove that, would be the best way to appeal.
The rule does specify that stops can’t be on single family residential, including boundaries. That would include art on the outside of a perimeter fence or wall.
It’s in Czech, but the text explicitly says it isn’t accessible to the public, which isn’t true. The painting is on the outside fence of the property. I can go there and touch it without going onto any private property. That’s what I was confused about.

That states the reason the “Reviewers” used to Reject. Reviewers only have certain options to Reject and sometimes the text used by Niantic does not match 100%.
Reviewers stated “Private Property” which is a correct Rejection.
This triggers the “isn’t accessible to the public” on the emails which isn’t as accurate as we would like.
The reply to your appeal is “The nomination is on the property of a private residence, which makes it ineligible.” which again is 100% correct.
Your only problem here is that the automated part is not perfectly worded.
