I found it as it is still in Ingress thanks to the databases being separated over a year ago. It was roughly at 1.293367,103.803795 from what I can tell.
I can see two issues with this. The fountain appears to have been removed from this location in 2022, as street view from before then shows the fountain, whilst street view in 2022 shows construction materials, and street view from after 2022 shows no fountain or construction materials. Secondly, even if it was still there, it is in the middle of a turning circle for vehicles, and whilst there are benches near it, there doesn’t appear to be any marked crossing points to the centre. By the wayfarer guidelines, that likely means it would fall foul of the unsafe pedestrian access removal criteria.
Well that one is not roundabout. Its safe for pedestrian. but i am pretty sure its gone now by seeing streetview.
Mini Outdoor Amphitheatre should replace it as pokestop. What replace it still eligible imho, that area is good for socialize. Some people also like to walk in reflexology walking path. You can submit it but it might only appear as powerspot.
Personally I see the benches as proof that pedestrians are intended to be here myself, but I’ve seen similar set ups get removed/rejected in the past because there’s no marked crossing, so I was making it known that it could be a potential issue. I probably could’ve worded my post better, but I hit the post button too early and then had to quickly edit it to haphazardly fix things. I should probably go to bed instead of being on the forum at this time of night 
Could this gym be placed back?
Short answer no. Since the nomination already gone, which you should know since you are onsite. Even if you resubmit it as reflexology walking path, it wont become gym again. In fact since another wayspot already take over its cell as pokestop, it might only appear as powerspot.another gym ( IPPT Fitness Area Blk 160) already appear in that area to replace it
