The reason is due to the proximity rules. Your wayspot shares a cell with “Igreja do reino de Deus” and only 1 wayspot per cell is used as either a Pokestop or Gym.

You should never attempt to move a wayspot that is correctly located even to another correct location.
This is seen as Abuse and can warrant Warnings / Suspensions to both Wayfarer and GAMES accounts.
