This is an old hmdb.org import into ingress.The import was for an information board that was removed sometime after June 2018.
The POI description was pulled from the Inscription section of the hmdb article and they pulled the third image from the article for the POI photo.

I suspect you have got your wayspots confused.
Beall-Dawson House and Park (39.084815, -77.155152) is a wayspot for the house which definitely still exists. It is not for an information board.
There is however something odd here, as this S2 L17 cell has got three active pokestops with a further two wayspots.
If you’re arguing it’s for the house, then it’s a duplicate based on that northern wayspot (or vice versa).
However, I’m fairly confident this is an import from the Historical Marker Database. The topic of the imported article was for a now removed info board, with the same name as the POI. Taking a second look at the article, it had a bad pin placement (to the east of where the POI currently is) however, that was probably based on 2006 phone GPS. (and to your other point someone moved it)
If it wasn’t imported from that article, then someone stole a third-party photo to make this.
From what I know about S2 cells, I guess someone monkeyed with its location to squeak out another in game POI (also bad).
These are all old wayspots (2013) which was when it was relatively easy to abuse the system and create clusters.
I simply can’t associate your initial post with the actual wayspot indicated.
Hopefully Scopely Explore do have a look a this cell and clean it up, but this wayspot is legitimate as it doesn’t rely on the (now defunct) information board.
Thanks for the appeal, @FamousPigeon , We reviewed the Wayspot and decided to stand by our decision to not retire the Wayspot.
