Good evening, I believe this playground at the top of the hill in this complex should be a pokestop. We don’t have any pokestops in this area. Thank you.

A playground is a very good location for a pokestop.
So well done in identifying good location, that is the first step.
Are you at least level 35? That is the key player requirement to enable you to nominate.
You need to work your way through the information about wayfarer to learn more about what to do.
The way it works next is that a player puts together a nomination of photos and text. Once ready they then submit it through the game.
