I can’t find anything on the map with these coordinates. I tried -22.999098, -49.8726733 but still don’t see anything eligible. This sounds like just a place to live, and not a place that meets criteria. If you would like more advice on whether to appeal this, you can post screenshots of the entire nomiantion. But that is not necessary.

From the title it sounds like an apartment block. Is that correct?
You might have seen similar places submitted elsewhere but a housing block on its own is not somewhere that routinely meets criteria for acceptance.
Does the block have any communal spaces? For example an outside seating space for groups to meet?
Sometimes apartment blocks have communal social spaces like a cafe, picnic area, garden space, playground, or possibly there would be artwork or a noticeboard, and those would all be things you could consider nominating
