Seems to be that ML (automatic process) didn’t know what to make of it visually and didn’t understand how it might fit the criteria, or perhaps deemed it unsafe. The photos don’t make it look super special, do you have any links that would prove why it would be an interesting place to explore?

Hi, I might be having a deja vu moment but I remember commenting on this a couple of days ago. If it is not a place to explore, socialize at, or exercise at, it does not meet the criteria. Do you feel like it does meet the criteria? If yes you can appeal or resubmit
Because outside of any criteria considerations (agree with the point made above though), this appears to be a Google Street View screenshot used twice as the main photo and the supporting photo. I would strongly encourage you to take your own photos, this isn’t really negotiable, especially considering you have posted about getting bans/warnings in the past and considering this has been discussed on here before.
I have merged your posts on this same nomination - let’s please try to keep things together so that the community trying to help you doesn’t have to do the work twice.

The automated rejections do not detail the precise reason that the ML system rejected the submission. You get that message regardless of the reason. @Xenopus has told you what the likely reason is here - photos stolen from google streetview.
How do you believe this meets the criteria of Social, Exercise or explore.
To me this just looks like infrastructure.
So “does not meet criteria” is a correct Rejection.
3rd Party Images would be a correct warning / suspension if Niantic decided to implement it.
