The sign in question was permanently removed from the street sign pole due to it being illegally attatched. The google maps image is outdated as well. Attached are photos that are geotagged in where it is located.

Local guidelines are governed by the Los Angeles Municipal Code (LAMC) Section 28.04. This law explicitly prohibits attaching hand-bills or signs to any traffic signs, street signs, power poles, or lighting systems
