pokestop object has been moved to a different location by the city do i submit it as a new pokestop?

No. Submit a location edit.

Tap the PokéStop when near it, then the > at top right, then the three dots and you can submit a location edit to the right spot. Assuming you’re L37+

If the move is too far for you to do it in game, you can use Help Chat at Niantic Wayfarer

You will need to go through help chat for that. They will want evidence of the new location. You can take location tagged photos.

(You can move up to 10m in game. I always forget the number, but looked it up on a chart posted in the Wayfarer Discussion Discord.)
