The stop was originally not accepted due to generic business- which I appealed.
Now the appeal comes back with duplicate??

Yeah, I’m not seeing anything there in the database, so that looks wrong to mark it as a duplicate.
However, in regards to the original rejection reason you received, what makes this place different from any other generic garden centre? What makes it a great place to socialise, exercise or explore?

In my appeal I have written several reasons - as this is not just a place to buy flowers.
The business also engage in the community by arranging concerts - have a cafe with organic coffee and ice creams and more. They engage the community in how to make the area much greener (close to a bigger road).
They enjoy having people come in an spend som time there and answer questions on the plants and trees.
So they do a lot of good things besides selling plants.
So definitely a place to explore
Nominate the cafe, gazebo, stage - the place where people actually socialize.
Maybe some of those spots at the top of your picture are in the same S17 cell, so PokemonGo excluded the existing wayspot from its game. I don’t see enough information here to look it up on Ingress.
If that’s not it, my only other guess is that maybe it was a Wayspot in the past, and the property owner asked for it to be removed - and Niantic has a geoblock on that area.

There is more than 100 meters to the nearest stop, so I don’t think that’s the reason.
Maybe geoblock… if true - really sad - as the place is very interesting to explore.
