Here is the waypoint and its images which shows the old wall. As well as where the waypoint is located on satellite which is also wrong. It shows it at the corner where it never even was.
This plaza was renovated back in 2015 and the wall this plaque was on and the plaque itself have been removed. It also was incorrectly placed to begin with.
Here you can see a street view from 2011 where it was that tall wall and you can see it near the stairs.
