Whilst little free libraries are eligible (if not in a location that would disqualify their eligibility), food pantries like this are typically considered to be sensitive locations by many wayfarers, as the people who are in a situation that requires them to rely on this kind of help may feel uncomfortable using it if there’s a bunch of people playing mobile games.
In this case it appears to be on single family private residential property, even on the border is considered to be ineligible. It might be good to read up on the criteria clarifications: Private Residences, Farmland & K-12
