This mountain is the highest place in Craigieburn south.
You can see Melbourne city, which is 23km from here, also airport and Greenvale Reservoir.
Due to the criteria about seating benches, I think this provide an anchor for a great view.

“Wayfarer criteria” usually indicates rejection by the ML (machine learning ai) model that Niantic uses. The email will reference “our team” instead of the “community” and these decisions typically happen about 20-24 hours after submitting - although using “upload later” can affect that timing.
I am not sure whether an appeal would be accepted, but you could try it. You get 2 appeals, each on a 20 day timer before you can use it again. In your appeal statement, be clear that you are submitting it as a view bench based on that clarification. The appeal will be evaluated by human reviewers, and may be the only way to get it looked at if ML is rejecting it. And may help train future ML decisions.
This photo imo is okay, but not spectacular. Using the same photo and the same text in the supporting section is a wasted opportunity, though. The supporting photo should show the bench but from a bit back to show pedestrian access. The supporting text should clarify which criteria you believe it meets, and address any issues reviewers might have to prevent them accepting it, such as pointing out how they can confirm this exists where you pinned it, or a link that confirms this bench was placed here for the view, for example.
Good luck with this whichever method you decide to pursue. And be aware that if an appeal is rejected, you can try again with a new submission. I checked the area and it looks lovely!
