This has been resolved as the person has said they did not reach the qualifying number.
Today is the last day. They said they were all sent. So either that is categorically not true or they made a mistake.
I just checked and Apple ID was used at one point in time to log into Pokemon GO but it’s set up to forward to the same email that it should have. So that unfortunately doesn’t clarify anything.

I received my code but it isn’t working, I’ve checked all I can, I have no remote raid passes and also plenty of space in my bag

Not sure what timezone the deadline for receiving the email is in so I’m posting here already.

The deadline is today, April 30th at 12pm PDT. It’s almost 7:45am PDT, but your request most likely will be logged for staff to look into.

I also reviewed over 200 but only got a normal incubator instead of a super incubator.
