I believe that this means that they have removed the game location but left the Wayspot. I just got a resubmit of a Disc Golf hole that I knew to have been removed to review, and was surprised to see all the Wayspots there on the duplicate check which were gone in Ingress.
I thought I had noticed something similar recently (also with disc golf). I noticed in lightship that at least one also had scans; so maybe related.
I posted about that in my previous disc golf appeal. I was confused how they all came back so soon

It really does confuse explorers if they continue to see these wayspots on the nearby while reviewing. I do not understand why they aren’t actually removing the wayspots since they are clarified as ineligible. I will have to be more careful when I tell people that they are removing them for me when reported if they are only removing the game locations.
