So uh there is a PokeStop of an electric transformer box and it had a drawing on it it was like that for a couple of years and now the city decided to change it to an image of a dog saying pick up my poop and a gentleman picks up his own poop idk don’t ask me and now the box is still there but not the same image

Those dog pictures definitely don’t qualify as art. They wouldn’t be eligible as a submission, so this wayspot needs to be reported for removal.
One option is to to go to the wayfarer map, select the wayspot and click on Report.

The gym could be reported via Pokemon Go (reason: location does not exist) and a photo a supporting photo attached to the in-game report. The supporting statement of the report could be used to explain the issue.
