I’ve searched and searched through thread after thread as well as all the help sections and criteria pages, and I’ve not yet seen information regarding how to upload more than 1 supporting photo. I submit nominations through pokemon go, and it only lets me choose 1 supporting photo. In the wayfarer interface online I cannot add photos. Yet, while reviewing other nominations I keep coming across submissions with up to 5 supporting photos. It’s incredibly helpful to have! Many times it gives me a much better feel for where the location sits in relation to landmarks around it. One photo often is inadequate to do the job.
You can’t do it through Pokémon Go. You have to use the wayfarer website to do it. There’s a Submit option on the website, and it’s generally much better than the in game version.
