How long does it take to accept PokeStops?

Hello, I have a question about 2 PokeStops, which are not visible in the game yet, the first one was accepted on August 30th, almost a month ago, and it is not visible in the game, and the second one was also accepted on September 16th and is not visible, does anyone know how long the estimated time is, the email said 48 hours, but it’s been longer.

Unfortunately, not all accepted waypoints will be used as Pokestops or Gyms (as stated in the acceptance email).

I have this written up for when I see a wheresmypokestop question. I know the prompt tells you that you are submitting a “Pokestop” but you are actually submitting a Wayspot to the database. The Wayspot can only become a Pokestop or gym if it is alone in a level 17 S2 cell. The S2 cell use has not been officially confirmed as far as I am aware, but staff has acknowledged there is an additional step after acceptance.
