First of all, there is no church now. There was St. David’s Church there at some point, but in 2013 they moved to a different location. Here’s their website and info from it:
There used to be a wayspot for the church, which I reported and then most likely appealed on the old forum:

After the church moved, this location became Oakwood School. I found on their website a page dedicated to the installation of the bridge:
That page also shows a master plan with a map of all their campuses on Magnolia:
The bridge is not accessible to the public as can be seen on Google Street View - it connects two school campuses separated by a street.
While this bridge goes over a public property, it is still a school property located at a school, so I suggest removing this wayspot, especially considering that it’s not “St. David’s Church Footbridge” but rather “Oakwood School Footbridge”.
