Welcome to the forum.

You may want to have a look at this article: Why an accepted Wayspot may not be used in Pokemon Go (S2 cells and Pokemon Go)

Restaurante Dante Méditerrannée is in the same L17 S2 cell as Love it Cafe

Restaurante e Cafeteria Trópico is in the same L17 S2 cell as Viaje neste sabor

These won’t be promoted because they are both in L17 S2 cells that already have a Pokestop or gym.

And why l17 cells and not l11 cells ?

whats the diference

As i know after read the articules, it doenst explain that number of pokestops on other region of my city

Level 17 is just what the Pokémon Go developers chose to determine the density of Pokéstops. They figured that works best for their game. Be glad that they didn’t use Level 11 cells instead because those are 4096× larger than Level 17 cells, so there’d be next to no Pokéstops and no Gyms if they’d done that!

There are several reasons why you may see more than 1 pokestop/gym in an L17. In the past, location edits would not change the status of a pokestop/gym even if moved into an occupied cell. The current restrictions on location edits tends to prevent that from happening now. Also, sponsored stops and gyms do not have to follow these cell algorithms.

As well as community submitted pokestops, as you are in Brazil there are imported pokestops

If you select the source as other and pokestop you can pick out these extra stops.
This has increased the density in your area.

The imports seem to be following the S2 cell rules in that area I looked at, too. Happy to check another location for you where you think there may be too many Pokestops/gyms. If the stops and gyms close, it is usually because they are on opposite sides of those invisible lines. Or the method being used to check the cells isn’t accurate. But it can happen.
