Hey there, I have seen from another comment on a different post that you tried to re-nominate this but is rejected for being a dupicate.
Firstly, it is never recommended to resub deleted content. At worst, if a deletion has been correct, and you resub, this can lead to account penalties. Appealing here and getting reinstated is the correct route.
Secondly, your or someone elses retry, or now through a different portal appearing, the new iteration of this wayspot located at -34.606685999999996, -58.430665999999995 is ineligible to be transferred to Ingress due to being within the 20 metre radius of an already existing portal “Casa de los Testigos de Jehová” at -34.606746, -58.430515
That location I gave for the art piece is not correct, it should be more at -34.606534774539675, -58.43072495918824. You can request to move it via Wayfarers help chat, to be found within the help tab on the Wayfarer Website.

It come back, now how i active the “protection”? I mean, the people who reported will get suspended or what?
Because when i report fake location portals or generic bussiness, they dont edit the portals, this make me think that more than 1 single account has to be behind this, and with plenty of time.
On top there is reporting abuse if u think someone attempting to remove valid wayspot
