I am going to split this into a new topic so we can focus on your case.
The majority of cases where approved wayspots are not selected to appear on the game board are due to Pokémon Go and their selection rules.
That selection is based on some mapping software S2 Cells.

If you could please provide the name of the wayspot and co ordinates we will try to have a look and see what the issue might be.
