If either of you had said technically the craft isn’t at a high level I would most definitely have agreed that yeah, it’s sh1t.
I can’t see why it’s less unique or permanent than another painted box though and it’s definitely distinct from its surroundings.
When was the last time you said I’m going to spend the day exploring the cities painted electrical boxes?
I’m not sure that’s a reason that can be used to justify an acceptance of rejection for any of these.
No idea who they are but that’s fine. At the end of the day we all have our opinion. If you don’t like it then that’s not for me to change. But personal opinion does come onto it weather you like it or not. At the end of the day without a hard fast list of what is and isn’t distinctive it is up to every reviewer to make their own determination. I do believe the question you are asked is under most headings are of “your” own opinion.

These questions and the others are asking our opinion. My opinion on one wayspot doesn’t mean I will be of the same opinion reviewing the next.
So when it comes to a blue box, without context, well then no, I don’t think it’s a place to socialise, I don’t think it is of significance to the local community not do I think it is a place to explore.
If I am reviewing the same submission with context, history, background then my opinion differs.
The quality of a submission makes it more passible or not.
Just because I might like a mural and pass it doesn’t mean everyone else is going to. Again how is everyone else determining why a mural, graffiti, or anything else is passed. Simple, they either like it and think people will visit it or they don’t.
Anyhow let whoever wants to talk to me (even though it feels like being called into the principles office for having a point of view) get in contact I have no issue discussing it.
At the end of the day we can only give our honest opinion. If that is not enough then what is the point?

@Xenopus only accepts Rothko and Mondrian yes. “Unique” is wording used by the OP that I am repeating verbatim and questioning in my post, also yes. I am aware of what the TSV is. More to the point, I think I recall mentioning permanence in my post as well, rendering this discussion over the uniqueness of club graffiti fairly moot. Those two things are connected. Unauthorized painted boxes such as this one will on average suffer from a (maybe unfair) technical and “uniqueness” disadvantage. Plus, they stand a 100% chance of being removed by city services.
Do Louise Bourgeois and maybe Cy Twombly also have questions for me? 
Well then I apologise for my Syntex. We seem to be on about different thing. I said I don’t find it distinctive to me. As in not something I would think is significant (without history, background etc) to the local community

I believe you are speaking about the permanent and distinct category as in permant structure, stands out, would be identifable. Then yes I would give a thumbs up there. But on the rest it would be a thumbs down.
I don’t think it is a place to socialise, or explore.
Again add background, history, representation, meaning to the submission then as I have clearly stated already my opinion would change.
Not sure why you someone is arguing with you for using your best judgement as was stated that we are supposed to do. My criteria for art in the absence of any other evidence: if I could do it, it isn’t art. I could slap some paint and letters on an electrical box. I would not pause for even a second to point this out to a friend.
However, if the submitter supplied a link proving that this was a commissioned art piece then I would consider it.

Don’t blame me, I told you I like quirky and unusual stuff.
I’ll even stand you a coffee. You will have to use your personal opinion on if the coffee is acceptable or not though.

Anecdotally, my city also highlights them on its tourism website, its painted boxes program is really cool.

I used “unique” because out of the criteria I thought this might be one that might apply. I am still relatively new to submitting.
I also didn’t think about explaining what 1860 München is, maybe my mistake.
About the permanence:
Nobody removes graffiti from these boxes here. They either stay or somebody sprays it over with something else as with every other graffito. Also the beautiful, possibly officially allowed graffiti often don’t stay until eternity but at some point they are overworked, either officially or non-officially.
About the art aspect: I initially thought the same: who am I to judge about what’s pretty/artsy.
I agree that nobody would go there just to explore that very box. Still I thought for the neighbourhood it was something “nice” to look at (ie being distinct from the surroundings) and that was why I submitted it.
It won’t be. I’m a coffee snob in the same way some people are art snobs.

I think it would depend on the quality of the work. Electricity boxes I think are very generic, so it would have to appear to be officially approved or at least worthy of artistic merit and unlikely to be removed. This looks poorly done and barely above a tag…the kind of thing that usually gets removed/painted over.

on the electrical box and the reviewer(s) MIGHT determine that its folksy/Irish enough art to entertain them. What’s up udderly arbitrary?
IDK, but this painted electrical box is DEFINITELY a creative and quirky attempt to turn a boring, functional utility structure into something bright and whimsical IN GERMANY.
I think a reviewer crossed a line.
This is my first submission. I hope you all take it with the humorous way I intend. Milking it.
