Hi. I Have two Pokestops here. One of them is a “playground for the kids” but there is no entrance to it to scan it. It must be in the garden behind the houses. I sent a picture of the houses to Niantic, they say it doesn’t violate the rules. So enclosed spaces are allowed? I thought it can only be public spaces?
Is it in the garden of a shared apartment complex or of a single family home? Shared is ok even if not everyone has access
That “publicly accessible” wording is confusing. The only “private property” that is ineligible is Single Family Private Residential Property (SFPRP).
Single-family private residential properties (SFPRP), farms, and K-12 (schools or facilities primarily focused for persons under 18 years of age) are ineligible. This includes the outer facing facade, fence of these locations, and property boundaries.

The tool tip while reviewing even specifically lists the shared passes as “appropriate” even if only folks allowed to be there can enter:

I am not clear on what an “enclosed household” is.
Sounds like a gated community.
Wayspots in gated communities are definitely eligible. Not everyone has to get to every wayspot.
