In my country, there are many PokéStops, but none of them open the Pokémon Contests page.
So my question is, how do I activate the Contest feature at PokéStops?
In other countries, there are contests, but in my country, they don’t appear.
The Showcase stops were set when that feature began, and there are no documented cases that I am aware of where any new ones have been reported. Even in the case where the Showcase stop was removed. Maybe you could try messaging the Pokemon Go team, but this is not a Wayfarer issue.

I have never known a new one to be added. You need to go explore and find where they are. Here is a reddit post with research on them:
