This is not a bug. Your nomination is in the same Level 17 S2 Cell as “Enzonas, caminheiros de Bragança”. Pokémon Go only allows for one Pokéstop or one Gym per Level 17 S2 Cell, so yours is unable to show up in Pokémon Go. It may be used in other games, such as Ingress.
