You mention that you are getting a lot of rejections. Could you post a few in this forum so that we can get a better context for the issue.

if you mean that the appeals team is making incorrect decisions, niantic has told us they want us to report when the appeals team gets it wrong. and sometimes a clearly wrong appeal decsion will be overturned after posting here.

Were there any other reasons other than blocking military operations given for the rejection?
I am not clear from the information you have given what is significant about this plaque.
Is it important because of the person F Buonocore? I may have misunderstood but I can’t see why this person would be important.
If it’s because it’s a sign for the facility then I would expect the title and description to focus on why this is a significant place to visit and why it would meet the basic criteria of a great place to either socialise, exercise or explore.
It is not enough that it is a plaque, you need to explain and demonstrate its significance.
Are you hoping this will be a pokestop? As far as I can tell there are already the maximum number of pokestops in that immediate area.
that is iitc, and it is not up to date. iitc is a map of ingress portals. ingress does not update with new wayspots since may 23 and is a completely separate process now. the cell lines are accurate, and is useful for old wayspots that were also portals in ingress if they haven’t been moved or removed.
edit: i should say iitc with a pogotools overlay. the overlay part is the part that shows the S2 cells.

And just a reminder that precisely because you live there, it is on you to make the effort of making your nomination understandable and its eligibility clear to reviewers country-wide or even globally. There isn’t an automatic assumption that the nomination is eligible just because someone “who lives there” submitted it.

It is normal to find nominations that are not accepted because those who vote do not know the “history” of the candidate you propose.
For this reason it is important to describe well what you are applying for.
About “Ghost Wayspot”, you have to be careful where you place your nominations because if they are too close to existing wayspots you won’t see them in any game… this isn’t a problem with Wayfarer but with the submitters, who don’t check first.
About Wayfarer in Italy, I am continuing to voting nominations, to gain upgrades, and to gain outcome of my nominations.
However from the limited information provided I concluded it was not acceptable.
When we submit we do so on the basis that we believe it to be eligible and acceptable. However it is important that we put our personal bias to one side and convey that information fully to the reviewers. Even then the reviewers may reach a different conclusion. Remember for a rejected nomination it is a pool of reviewers that have reached that conclusion so sometimes we have to accept that we are wrong, reflect on that and learn from it.
