The Wayspot can only become a Pokestop or gym if it is alone in a level 17 S2 cell. I haven’t checked your nomination myself, but looking at the photos you’ve submitted, it does appear to be quite close to other Pokéstops, so I’m guessing it may not be in an unoccupied Level 17 S2 Cell.
