I have this written up for when I see a wheresmypokestop question. I know the prompt tells you that you are submitting a “Pokestop” but you are actually submitting a Wayspot to the database. The Wayspot can only become a Pokestop or gym if it is alone in a level 17 S2 cell. The S2 cell use has not been officially confirmed as far as I am aware, but staff has acknowledged there is an additional step after acceptance. I haven’t checked your nomination myself, but looking at the photos you’ve submitted, it does appear to be quite close to other Pokéstops, so I’m guessing it may not be in an unoccupied Level 17 S2 Cell.

This Wayspot does appear to be in the same L17 S2 cell as the Wayspot I have circled in red below:

Here’s how this particular L17 S2 cell looks:

Therefore, it cannot br a stop or gym in PoGo, but it could still get used as a Power Spot from time to time.
