I get the impression (apologies if incorrect) that you want to have a wayspot at this location and that is the driving factor. In addition you perceive that the way to do this, is to make it yourself.
There has been a clear statement from the wayfarer team
So trying to create something to get a wayspot in the game is not something that is allowed.
You are clearly trying to do this.
The hard truth is that we can’t go around trying to create something with the sole purpose of getting something added to the game at a specific location. In some places the case is that there is just nothing there.
I would strongly advise you to come to terms with that and play where you can. This should help you be comfortable with what you have and not be at high risk of a sanction that will affect your game play in a much more severe way.
If you are prepared to do so, switch your thinking, spread out your searches to other areas - explore- and see if you can find eligible things. Perhaps a park has objects that could be eligible so you could submit and make the park a richer play experience.
