I know that sort of highway (visited, cycled, walked around the outskirts of Indianapolis several times). The pool I spotted is on the other side of that highway. Worth submitting anyway as you might find potential for two wayspots - make sure they are in separate cells as shown on this map.
You might find cause to go there occasionally.

Regarding the community sign, it is actually not an absolute ineligible nomination. Community signs are sometimes accepted. I have reviewed a lot of US nominations, so I could see that plenty of them were accepted.
But we’ve also seen at this forum that probably even more were rejected.
The nicer they are, the easier it is to get them accepted.
I usually reject these as I usually don’t think it is interesting enough, but I also have approved the nicer ones.
You can always try again, and try to get a nicer picture, and maybe with some luck, other reviewers will approve it.
I understand you are frustrated. Niantic is not unaware of this issue, where nothing nearby meets their criteria for Wayspots. You may be interested to know that they are trying an experiment to just place Pokestops in places where there is a low density of them.
The rest of us can only try to explain the current criteria.

Yeah idk, it sounds like for the most part people aren’t going to accept it. No reason to try and push it.

I looked at the street name that is actually a different community on a different street. Our community is off of Lake Bowen Dam Road and hwy 9. Two major intersections.
I was confused because i didn’t think anyone in our neighborhood had an in ground pool because I was almost positive that it wasn’t allowed due to our HOA, that is a nice pool but it is actually located somewhere down the road and across 42-213. It’s closer to the lake. If anyone here had a pool like that I’d be there all summer lol 
Yep, it’s deserted for sure. Looks real barren on Google Maps too. I checked and I think we might be able to sue our HOA and get a new one. Hopefully that will allow us to do something here, maybe a little library by the mail terminal.
Another way to go is by becoming community ambassdor and submit campsite(subject to approval and you probably need place where people can gather). But honestly its might be long road to go this way. You can try asking your nearest Community Ambassdador because campsite is under pogo and not under wayfarer
If they made promises, then took away community facilities, that’s an avenue I would be pursuing.
The (definitely not SFPRP) swimming pool I found is only over the other side of Lake Bowen Dam Road before Ridgeville Baptist Church.

The church itself can have two wayspots. The existing one is on the second building and is in the wrong place. Both buildings should be eligible separately if the main building is the church and the second one a function room of some sort.
Ty. That’s still a very dangerous road though so I won’t be walking over there and I hope the children won’t either. But if I ever want to play again I can just drive my car over there. It’s actually too far for kids to roam from home too, it doesn’t look it in the photos but that church is actually over a mile away.
Looks like it has a 45mph speed limit, although obviously I can’t see from google maps if the cars stick to this; it’s a nice straight road…
I wouldn’t want children crossing that.
I think your best option is to build up areas nearby that are walkable around - unfortunately I don’t think the church + swimming pool work because there is no transit between them! This means accepting that you can only get to these areas by driving, but I suspect this is true of everything else and is fairly normal in this area.
