For something to have safe pedestrian access, you need to be able to walk up to it and touch it. The path across the traffic median doesn’t lead up to the object, and instead you’d have to go significantly on to the grass to touch it from what your pictures show (the sculpture isn’t on street view). So I can understand why Niantic have rejected your appeal. Pedestrians aren’t really meant to hang around on an unpaved section of a traffic median.

As explained by @hankwolfman, this submission does not have safe pedestrian access leading upto the candidate. Moreover, I see that the location of the Wayspot submission was away from the correct location. Please make sure that you place the pin on top of the object. Thanks,
