I am writing to report a synchronization/promotion issue with an S2 Level 14 cell in my neighborhood. We currently have more than 6 active Wayspots within the exact same S2 L14 cell (and each in its own distinct S2 L17 cell), but no Gym has been generated yet (not even the 1st Gym).
A recent location edit was approved for one of the Wayspots in this cell, and a new Wayspot was added a few days ago. It appears the cell might be locked or stuck in a sync delay following these updates.

I am attaching an IITC screenshot displaying the S2 L14 cell boundaries (green lines) and the active S2 L17 cells (white lines) containing all the approved Wayspots.
Could you please check if this S2 L14 cell is stuck in a database process and manually trigger or review the sync?
Just to clarify: while the density rules are fine, none of these approved Wayspots have transitioned into a Gym yet in Pokémon GO for this S2 L14 cell (0 Gyms currently exist in this cell).
Since we have more than 2 active Wayspots (and even reached 6+), is this cell undergoing a sync delay due to a recent location edit? Could you please trigger a manual sync or refresh for this cell?
