I wanted to ask if there is an issue with sync for S17 and S14 cells. I have two examples that I think are worth mentioning.
First of all, there is a S14 cell containing this gym - Plac Zabaw (51.779598,19.501143). If I count correctly there are 19 wayspots but 3 gyms in that cell. Am I missing something here or did sync not work in that cell? Shouldn’t one of the gyms be demoted to pokestop?
Also in cell next to this, on level S17 there is a cell containing two wayspots. One of them - Osiedlowy plac zabaw (51.779519,19.499557) - was moved from incorrect place to correct one but it was already occupied cell. It disappeared for a few days and then it came back to the game. Now there are two wayspots in one cell. Same question here - is that a sync issue or is there a reason behind having two wayspots in the same cell?

Hello and welcome to the forums
First, a clarification, they are not S17 and S14 they are Level 17 and Level 14 S2 cells. Not really that important, but it’s always good to have the correct terms when discussing the S2 cells.
Second, the 3rd gym should be triggered after the 20th Pokéstop/Gym appears in the level 14 cell.
The Level 14 cell at 51.779598,19.501143 I counted Wayspots in 18 unique cells. You can’t count the extra ones in the cells that do not appear on the Pokémon GO gameboard as Pokéstops or Gyms. So you’ll need 2 more in that cell to trigger the 3rd gym
For your second question, when Pokéstops are moved into an occupied cell, sometimes they stay, sometimes they don’t. I do not believe that the reason for one or the other happening is known, or if it’s just random. It just happens sometimes.

I just realized I read your question wrong 
Sometimes the map does weird things, and gyms pop up early, Wayspots show up in cells they shouldn’t.
Niantic usually says something along the lines of “We’re constantly making updates to the map to improve your game experience.”

A gym will not be demoted if a pokestop is removed and the count goes below the threshold. If the gym is removed to make the count go below the threshold, another gym will not replace it.
Edit to clarify that this is the normal behavior. If the S2 cells are completely recalculated due to some other reason, it could be demoted in that case.
