I’m assuming Saylor is just a name of Niantic’s auto reponse bot, ridiculous either way. I’ve never made any sort of edits, yet I got a strike for, among others, abusive edits.
I guess I’m done with Wayfarer now as a procaution not to lose my in-game account permanently, this post is a warning of sorts for everyone else. It doesn’t matter what you do, Niantic’s banning system comes for you either way.
Your email says “this includes, but is not to” and then provides a list of potential reasons. “Submitting Wayspot candidates,” “influencing,” and “incorrectly reviewing” are other things you may have received the warning for. If you’d like, you could share some of your nominations.

I see the “Ambassador Alum” tag next to your profile, what does it mean? Do you work for Niantic? Why are you lying by misquoting what’s said in the email?
No it mean, “you may have violated one or more of the following,” not that you violated all.
Ambassadors are Wayfarers that help out around the forums and social media, answering questions. Alum are those that were once part of the ambo program.
You also didn’t look at Wayspot nominations, just edits in Contribution Management, and they do note that it could be nomination related, edit submission related, and/or reviewing related.

You’re right that it’s poorly worded. It should be “this CAN include, but is not limited to”.
Niantic is notorious for wording things poorly. Some of this is because they need to word in a way that makes sense in every language. Some of it is because they’re developers who don’t see wording as that critical.
None of this erases the fact that they think you did something ban-worthy. It was probably one of the other bullet points. Or you could read up on the terms of service (like, maybe you were multi-accounting, or spoofing).
I don’t work for Niantic. I am not misquoting I recognize you’re frustrated and one of my favorite things to do is prove when Niantic gets things incorrect. I’d love to help find where they got it wrong, because they do.
Your messaging is “your account has violated criteria. This [type of violation] includes but is not limited to…” As a generalization, those are examples of abuse.
I’m worried you’ve done abusive nominations are are getting hung up that the email says you may have done other violations, rather than accepting that you did do wrongdoing.
Like I implied, I LOVE finding when Niantic is wrong. We can try and help with that, if you’ll move past the wording issue.
The email gives a list of possible reasons why you got the warning. The list isn’t exhaustive and is not intentionally written to say that you are being caught on all of the elements of the list. The email does not intend to tell you that you are in violation of all the reasons they have outlined.

Using sentence subject “This” (or "that) can lead to reader confusion.

Enoch11 assumed “This” means “your account”. But Niantic thinks it means “Wayfarer criteria”.
Simplest change for clarity: “We have completed a thorough review of your account and have concluded that your account has violated Wayfarer criteria, which includes, but is not limited to…”
