There is even a criteria clarification thread on LFLs, and it does give examples of acceptable and unacceptable locations, with those on private property being unacceptable.

Little Free Libraries

Little Free Libraries (LFL) can be eligible for nomination, but their location is critical to whether they can be accepted. Little Free Libraries with safe access on sidewalks outside of apartment buildings or on municipal or communal property are eligible. I actually had a LFL on PRP recently removed, and I’ve had others removed in the past.
