In march (think 26) 2026 I got submission for Kapellet in Arboga but nothing is visible in pokemon go. I have waited and waited for the stop to show up.

This may not be a bug. It’s great that you have had a wayspot accepted, but Pokemon Go (and the other games) all have game board inclusion rules that need to be satisfied to show up in the game(s).
If you share the name and location of your wayspot we can check for you.
I am unable to find this location. Can you give an address? Or if you still have the submission email, the gps coordinates, which are after the photos in that email.
Its never been a stop its a cementary own by the community of Arboga so its hard to belive that they have blocked it.
Cemeteries are sensitive locations, and it is quite possible that someone who works there or is part of the local authorities wrote to Niantic to request that the cemetery be off limits if there were previously other wayspots here. Staff may be able to confirm if this is what has happened, though staff presence on the forum is reduced during weekends, so you may have to wait a bit for confirmation if this is the case or not.
