Im not sure if it is because wayfarer doesnt recognize my new level but I am over level 35 now. I am wanting to take the test so I can create pokestops in my area

There is no test. If you have done the onboarding - looked at the information presented to you carefully - then restart your app and you should be able to submit nomiantions.

You may have a low level account connected to the same email using a different log in method. Make sure that you’re using correct credentials and correct log in method. If it doesn’t help you can tag staff and they will help you.
