Referring from the article above, you’d need a strong supporting information to convey how it is more than just a place of business.
We may better assess if it is eligible or not if you can post a sample of this partucular restaurant in mind. Local input centered towards criteria is highly valuable for these decisions. Structure it just as you are submitting so people can also help you with submissions in general too.

わたしがそのレストランを申請したいのではなく、レビューしている時に出てきた事例で、どうレビューすればいいか判断に迷って質問したのでした。

ということは、説明や補足情報に説得力のある裏付け情報がない場合は「一般企業」として提出してよさそうですね。

In reviewing, you can search a bit regarding the nomination in the internet. If you do have firsthand experience that the restaurant meets criteria, IMO you may also take that into consideration.
I wouldn’t just base off of what has been provided by the submitter if I do recognize the POI do meet eligibility. However that does leave it uncertain if other submitters also see the merits as provided. For submitters reading this, this would be why it is still best to take effort in specific nominations.
Granted, it may be frustrating to investigate for a low effort nomination.
You will see that the advice for submitting and reviewing has differences. This IMO is to give a healthy margin of error towards the greyness of some topics and real objects.
