I think the only problem would be proving they are permanent.
I have seen these being placed to cover empty store units or short term to celebrate anniversary’s etc.

If you can find a webpage about why these were put up then that would be great evidence if it explains it is permanent and not just there for a few months. It looks as though it is meant to be long lasting to me.
It is clearly meant to be informative.
