The portal has been removed without any valable reason, possibly by opposite team third times now. It has been reinstaled two times by Niantic support

Additional Information (if any): It has been reinstated two times by niantic support team. This mosaic is a street art accesibly public and visible on google street view maps since september 2022. You can easly identify that this is not an SFPRP, four mail boxes just below it.
I do somewhat agree that this may have just been stuck to the side of the building. It’s also the fire flower power-up from the Super Mario Bros franchise, and just doing a Google Lens search, there are many similar, if not the same, results that come up.
@lambochien I think a better photo needs to be provided, not one from Street View, to show that this is in fact art that was placed there on purpose, as I can also see it as being placed without permission, possibly being vandalism. If there’s a known artist or part of an art installation in the area, providing that info would be helpful as well.
Whilst it appears on Streetview and is appears on a House of multiple occupancy, I don’t think this should be accepted, but I’ll leave it to Niantic Staff to decide.
