Each game has their own density/inclusion rules, with PoGo using S2 cells. More on S2 cells and PoGo can be found here:

After looking at the L17 cells, the pool and clubhouse are in the same cell, and the playground is in the same cell as the basketball court. So, unfortunately, these won’t be stops/gyms in PoGo based on the rules. It is possible thay may become Power Spots from time to time.

Quick question, I just checked the map with the L17 cells enabled, so if I nominate the Tennis Court near the pool (it’s in another L17 cell,) then it should appear in Pokemon Go. Correct?
It depends on where you place the pin. If you place it on the northwest side near the half court line but out of the field of play, or the southwest end, it would be in its own cell, and not in the same cell as the clubhouse. Here’s the 2 cells, with a pin at the half court line on the northwest side.
The further east you go, the closer you get to being in the other cell. And placing the pin on the west side of the court is fine, as it’s accurate to where it is.
It took one of my pokestops three months after being accepted to be put into the game. Give it some patience.
Most likely, in your case, a Wayspot that was in the same S2 cell was either removed or moved to another cell. It should take about 48 hours for Wayspots that meet the rules to appear in-game. If they don’t after that time, we can certainly check to see if they meet the rules for inclusion.
